中國銀行研究院郝毅：央行數字貨幣和Libra都可使用區塊鏈實現高效信息傳遞:10月3日消息，中國銀行研究院研究員郝毅表示，央行數字貨幣和Libra本質上都是基于Token（代幣）發行的信用貨幣，從技術上，都可以使用區塊鏈技術實現快速、高效、透明化的信息傳遞。他認為，Libra與央行數字貨幣主要的差異在于，信用基礎不同。Libra主要依賴于Facebook及其合作伙伴的商業信用，以及抵押的一籃子貨幣資產。而央行數字貨幣是基于一國的國家信用。與此同時，郝毅還指出，雙方監管體系不同。央行數字貨幣是法幣的一部分，大部分主流經濟體都對貨幣發行、管理有著成熟的法律法規體系。而Libra的管理尚無完善的法律支撐，各國對加密貨幣的屬性、態度差異較大。此外，數字人民幣和Libra的應用范圍也不同。央行數字貨幣是一國法幣的數字化，除了少數國際貨幣外，其應用范圍主要局限在一國以內，很多國家和地區都禁止境內交易使用外幣結算。Libra從誕生之日起，就是面向全球支付的。（澎湃新聞）[2020/10/3]
